It increases the duration by about 0.3 seconds. Which in a CwDT set-up where you might not have lots of endurance charges, makes a big difference. If you're constantly proccing 6 charge ICs, then it won't make a big difference. Either way, those are the 2 support gems that you can use, unless you want to Empower/Enhance it, which won't do much.

This counter is only for the instance you're in , so if you enter a new world area or map you start at 0 again.
